AARTO Implementation Monitoring Tool Strengthens Road Safety Efforts in North West
Mahikeng – The North West Department of Community Safety and Transport Management, together with the Road Traffic Infringement Agency (RTIA), has strengthened the implementation of the Administrative Adjudication of Road Traffic Offences (AARTO) through the introduction of an AARTO Implementation Monitoring Tool.
The tool is designed to track provincial and municipal readiness, performance, and operational challenges.
AARTO is an administrative system established in terms of the Administrative Adjudication of Road Traffic Offences Act, 1998 (Act 46 of 1998). It aims to improve compliance with road traffic laws, promote responsible road user behaviour, and reduce the burden on the criminal justice system.
In North West, AARTO is currently being implemented in six municipalities: Mahikeng, Rustenburg, JB Marks, City of Matlosana, Ditsobotla, and Madibeng, in partnership with the RTIA.
The province is currently in Phase Two, which includes the post-go-live and hypercare period, following the commencement of the latest implementation phase on 1 July 2026. Monitoring activities focus on user registration, officer linking, the issuing of infringement notices, law enforcement training, equipment availability, back-office readiness, and financial and disbursement processes.
Current provincial monitoring reflects approximately 95% user registration and an overall performance average of 90% across the province.
Director of Transport Administration and Licensing, Subuel Mmono, emphasised the importance of continued collaboration among all stakeholders.
“AARTO requires all stakeholders to work as one coordinated system. Through continuous monitoring and stakeholder engagement, we can identify challenges, support municipalities, and ensure that implementation contributes to improved compliance and safer roads in the North West,” said Mmono.
The four-phase AARTO rollout programme consists of:
• Phase One: Establishment of administrative and operational foundations.
• Phase Two: Expansion and operationalisation of the system (current phase).
• Phase Three: Extension of implementation to the remaining municipalities.
• Phase Four: Introduction of the demerit points system.
The Department continues to facilitate stakeholder engagement and closely monitor implementation challenges, including matters related to weighbridges, South African Post Office (SAPO) service level agreements, back-office operations, and the issuing of infringement notices.
The Department has reiterated that sustained cooperation among all stakeholders remains critical to consolidating the implementation of AARTO and advancing road safety across the North West Province.
